Cake: Topping: Pour boiling water over rolled oats in small bowl. Mix well, let stand until cool (about 40 minutes). Preheat oven to 350F. Sift together flour, soda, cinnamon and nutmeg. Set aside. In large bowl beat butter until creamy. Add granulated sugar and brown sugar a little at a time, beating until light and fluffy. Add 2 eggs, one at a time, beating after each addition; then beat until light and fluffy. Stir in vanilla. Add cooled rolled oats; mix well until well combined. Beat in flour mixture until mixed completely. Pour batter into greased and floured 9-inch pan. Bake 50 minutes or until center is firm when pressed with your fingertip. While batter is baking, make topping: Combine all topping ingredients in a small bowl. Spread over hot cake.
